The single most useful thing on that table is the stage 4 row, because it is the one that saves glass. Once the pane fails the wet test, every additional pass is abrasion against a surface that has already lost material. More pressure cannot put silica back.

The NGA/IWCA standard gives a diagnostic that costs nothing and that most homeowners have never heard of. “A simple test to determine the location of the reflective coating is to touch the point of a pencil to the glass surface. If the point meets its own reflection, you are looking at an exposed coating. From that moment the standard’s prohibitions apply in full: no razor blades ever, no abrasive materials, no cleaning in direct sunlight, and no acids. On a sealed insulating glass unit the coating is normally on an inner surface and protected, but plenty of homes in the service area have single pane glass, applied window film, or storm glazing where the coated or filmed face is the one you are about to scrub.

Notice what the standard does not do. It does not offer a stronger acid as the answer to a stubborn deposit. Its escalation path is more water, more dwell time, and a professional, in that order. The reason is that every acid strong enough to shortcut a stage 3 deposit is also strong enough to start a stage 4 one, and stage 4 does not come back.
There is one more trap in the popular advice. FB01-00 warns that glazing materials “do not provide a sufficient barrier to prevent cleaning agents from entering the glazing pocket and damaging the edge of the glass product or affecting the insulating glass unit seal.” An acid that runs down into the frame can fail a double pane seal months later, and the homeowner will blame the window, not the vinegar.
Why the spots come back: it is the rinse water
This is the part that turns a one-time removal into a permanent fix, and it is the reason professional results look different from careful amateur ones.
FB01-00 sets a hard number for the pure water pole method: rinse water “must have a total dissolved solids content (TDS) of 20 parts per million (PPM) or less to prevent spotting and streaking of cleansed surfaces. The use of tap water is not acceptable.” Rinse water is allowed to evaporate on the glass, so whatever is dissolved in it stays behind. That is the entire mechanism of a hard water spot, restated as a specification.
Now compare that number with the water coming out of the hose. Water hardness is reported in milligrams per litre of calcium carbonate or in grains per gallon, where one grain per gallon equals 17.1 mg/L. The U.S. Geological Survey classifies water above 121 mg/L as hard and above 180 mg/L as very hard.

One honest caveat on that comparison. The 20 ppm figure is total dissolved solids, and the hardness figures are calcium carbonate only. TDS is always at least as large as hardness, so every ratio implied above is a floor, not a ceiling. Where we have a measured TDS for the same supply, the gap is worse than the hardness alone suggests: California American Water reports 297 ppm TDS for the Jensen plant supply serving Thousand Oaks and Newbury Park, which is close to fifteen times the professional rinse standard.
The practical consequence is short. Rinsing with a garden hose at the end of an otherwise perfect cleaning re-deposits between 140 and 650 milligrams of mineral per litre back onto the glass you just cleared. If you have removed the spots twice this year and they returned both times, the water you finished with is the most likely culprit, not the cleaner you started with. The removal sequence that follows the standard
For a stage 1 or stage 2 deposit on glass that has passed the wet test, this is the order of operations:
- Work in shade, on cool glass. FB01-00: “DO NOT clean tinted or coated glass in direct sunlight.” Hot glass dries the solution before it can act.
- Test one pane first. The standard asks professionals to clean one representative window and inspect it in daylight before continuing. Do the same on the least visible window in the house.
- Soak, do not spray and wipe. Flood the pane with clean water and a mild non-abrasive glass cleaning solution and leave it wet. Dwell time is what dissolves carbonate; pressure is not.
- Agitate with a soft applicator only. A strip washer, soft brush, or clean microfibre. Keep the surface flooded so grit floats rather than drags.
- Rinse with the cleanest water you can get. Distilled water from a jug is a genuine upgrade over the hose for a small job.
- Squeegee immediately and dry the edges. “DO NOT allow water or cleaning residue to remain on the glass or adjacent materials.” Water sitting in the frame wicks back onto the pane and prints a new line.

- The wet test fails. Etching is a glass restoration or replacement decision, and a specialist should price it before anyone polishes anything.
